URCE Core is a passive supervisory intelligence layer. It observes,
evaluates, explains, and advises. It does not directly actuate
equipment or replace existing PLC, DCS, SIS, or operator authority.
Decision states:

PERMISSIVE_FAILSAFE.
PERMISSIVE_FAILSAFE means URCE relinquishes inhibition when it cannot
provide a reliable decision; existing plant control and safety systems
retain authority.
URCE-SC is a separate,
optional supervisory-control extension. It is disabled by default and
requires independent plant authorization, safety review, cybersecurity
review, and controlled validation.
Field performance, failure projection, realized economic savings, and
supervisory-control performance remain under controlled validation.
Decision-Support Notice
Displayed causes, threshold horizons, exposure values,
benefit-to-cost ratios, and simulated intervention outcomes are
model-generated estimates. They are not confirmed failures,
guaranteed savings, validated safety windows, or actuator commands.
Operators must verify sensor quality, asset identity, operating
context, and maintenance findings before relying on a recommendation.
Asset records may include test or demonstration data. Provenance must
be confirmed before operational use.
